We will focus on key areas and industries and strengthen the revision of standards for energy conservation and carbon reduction. In a timely manner, the achievements of technological innovation in carbon peaking and carbon neutrality will be translated into standards to promote green development through scientific and technological innovation.

We will continue to make steady progress. We will accelerate the updating and upgrading of standards, steadily advance the development of standards, adhere to the combination of systematic promotion and urgent use, and implement them in an orderly and steady manner by year and step.

Adhere to openness and integration. We will vigorously promote international exchanges and cooperation on standardization, take an active part in the formulation of international standards rules, strengthen coordination of international standardization work, step up efforts to promote Chinese standards abroad, and promote domestic and international coordination.

Main aim

Based on basic universal standards and the development needs of carbon reduction, carbon removal and carbon market, a standard system of carbon peaking and carbon neutrality has been basically established. By 2025, China will have revised no less than 1,000 national and industrial standards (including foreign language versions), significantly improving their consistency with international standards, achieving full coverage of carbon accounting and verification standards in major industries, and steadily improving energy consumption and energy efficiency standards in key industries and products. We have substantially participated in at least 30 international green and low-carbon standards, and significantly improved the level of international green and low-carbon standardization.

Emission reduction standards for production and service processes

In the field of carbon reduction in industrial production processes, we will focus on revising key technical standards and specifications for low-carbon carbon sequestration technology, low-carbon process and equipment, non-carbon greenhouse gas emission reduction technology, raw fuel replacement technology, low-carbon testing technology, low-carbon metering and analysis technology, green manufacturing, and water saving in steel, petrochemical, chemical, non-ferrous metals, building materials, machinery, paper making, textile, automobile, food processing and other industries Set of standard samples.

Green and low-carbon transport will be the focus of the revision of energy efficiency standards for infrastructure and equipment in railway, road, water transport, civil aviation and postal services, as well as standards for green logistics equipment and facilities, efficient transport organizations, green travel, application of low-carbon and diversified power for transport vehicles, green transport yard and station facilities, integration of transport and energy, and industrial pollution and carbon reduction. We will speed up the improvement of technical standards for energy storage trams, energy storage systems, power battery systems and electric energy measurement in the field of rail transit. We will improve standards related to energy consumption limits and labels, energy consumption calculation tests and evaluation methods for road vehicles. Speed up the improvement of safety requirements, performance requirements, test methods, remote service management, safety technical inspection and other standards related to electric vehicle driving systems, charging and changing systems, and power battery systems. We will accelerate research and formulation of emission standards for motor vehicles for the next stage, and promote coordinated efforts to reduce pollution and carbon emissions for motor vehicles.

In the field of carbon reduction in infrastructure construction and operation, we will focus on revising standards for low-carbon construction of urban infrastructure, carbon reduction of urban housing, construction of low-carbon smart parks, low-carbon renovation of agricultural housing, green construction, recycling of sewage and garbage, and desalination of seawater, as well as standards for construction waste recycling equipment and air source heat pump equipment. As well as the engineering construction, operation and maintenance, usage measurement, recycling and other standards of communication network, data center, communication room and other information and communication infrastructure for energy saving and low-carbon goals.

In the field of carbon reduction in agricultural production, we will focus on revising technical standards for greenhouse gas emission reduction in farming, methane emission reduction in animal intestines, liquid manure emission reduction in livestock and poultry production processes, and improving energy-saving and low-carbon standards for factory agriculture, large-scale breeding, and agricultural machinery.

In the field of energy conservation and low carbon for public institutions, we will revise the standards for energy and resources conservation and green transformation of typical public institutions such as institutions, hospitals and schools, and the evaluation standards for energy-saving institutions, green schools, green hospitals and green venues, as well as the management standards for low-carbon construction and low-carbon economic operation of public institutions.
